electronic mail.
“Code of Conduct” – means the documents promulgated by Council from time to time which set out the behavioural standards to be followed by participants in all of the Association’s activities. “Council” – means the body of people comprising Delegates and the Officers and Executive Officers appointed in accordance with this Constitution. “Council Members” – means all of the members of Council including the Delegates, Substitute Delegates, the Officers and Executive Officer “Delegate” – means a person elected or nominated by their Member Club to represent that Club on Council. There shall be 2 Delegates per Member Club. “Executive Officers” – means the persons appointed under clause 4.9 of this Constitution. “Management Committee” – means the Committee comprising the Officers and which is charged with the day-to-day management of the Association “Members” – includes Member Clubs (including Individual Club Members), Affiliate Members, Associate Members and Honorary Members all as defined in this Constitution. “Officers” – means the Chairperson, Vice-Chairperson, the Secretary and the Treasurer. “Policies” – means the documents promulgated by Council from time to time which set out the policies to be followed by the Members in pursuing the objectives of the Association. “President” - means the persons appointed under clause 4.3 of this Constitution. “Regulations” – means the documents promulgated by Council from time to time governing bowls competitions organized by the Association. “Rules” – means the documents promulgated from time to time by Council governing disciplinary procedures. “Substitute Delegate” – means a person nominated in writing by the secretary of a Member Club to substitute for a Delegate from that Member Club for a given period of time. 1. NAME OF THE ASSOCIATION 1.1 The Association shall be called “Bowls Cyprus” hereafter referred to as the “Association”. 2. OBJECTIVES AND AFFILIATIONS 2.1 The objectives of the Association shall be to institute, arrange, promote, regulate, safeguard and govern the sport of bowls in the Republic of Cyprus. 2.2 The Association will be a member of World Bowls and shall at all times comply with the Memorandum of Association of World Bowls, with the Laws of the Sport of Bowls and all World Bowls Regulations as determined from time to time. 2.3 The Association will be a member of the European Bowls Union (EBU) and shall at all times comply with the constitution of the EBU. 2.4 In pursuing the objectives of the Association, the Association and all of its Members will abide by the laws of the Republic of Cyprus at all times. 3. MEMBERSHIP
3.1
a) Member Club. A bowling club having a constitution which has been ratified by its members and facilities or facility arrangements which, Council, acting reasonably, deems proper. b) Affiliate Member. A properly constituted legal entity which possesses facilities to play the game of bowls and which Council, acting reasonably, deems proper. c) Associate Member. A person who is not an Individual Club Member but wishes to maintain his coaching or officiating qualifications or be involved with officiating the sport and whom Council, acting reasonably, considers is a worthy candidate. d) Honorary Member. A person who, by virtue of their position among bowlers, or in view of their exceptional service to the Association and/or to the sport in Cyprus, have the recommendation of Council and the approval of an Annual General Meeting to be an Honorary Member. e) Individual Club Member. Any person who is a member of a Member Club and entitled to play bowls at that Member Club under the terms of that membership.

3.3 In signing the Membership application form, the person concerned agrees that he and, in the case of a Member Club or an Affiliate Member, all persons constituting the said Member Club or Affiliate Member as aforesaid, shall be deemed to be, and be in fact, bound by the constitution, Code of Conduct, Rules and Regulations promulgated there under. 3.4 In all cases the decision of Council on applications for Membership and decisions on whether or not they should be accepted, shall be the sole responsibility of Council, and in the event that any application is refused, Council shall not be under obligation to assign any reason for such refusal. 3.5 Membership is annual and, except on the express authority of Council, automatically renewable on 1st January each year. 3.6 Notice of resignation from Membership of the Association is to be submitted in writing to the Secretary of the Association. 3.7 In the event that a Member Club changes its name and/or materially changes its facilities and/or facility arrangements it shall be required, within 14 days of such change or changes coming into effect, to make a submission to Council demonstrating that the Club still merits its status as a Member Club. The Secretary shall notify the Club in writing of Council’s decision on the said submission within 14 days of receipt of such submission and, in the event of a rejection, shall give the reasons for rejection. If the Club fails to satisfy Council that it has resolved the reasons for rejection within 31 days of the notice rejecting the initial submission, the Club shall be deemed by Council to have resigned from the Association and the Secretary shall so inform the Club in writing. 3.8 Any Member Club which has either resigned from the Association or allowed its membership to lapse for more than one year and subsequently re-applies for membership shall be treated as a new applicant.

COUNCIL OF THE ASSOCIATIO 4.1 Council of the Association will consist of: a) 2 Delegates from each Member Club b) Secretary c) Treasurer d) Executive Officers 4.2 Only the Delegates will have a vote, one vote per Member Club. For a Council meeting to be quorate a nominated Delegate of a majority of Member Clubs must be present. Delegates may hold the office of Secretary, Treasurer or Executive Officer. 4.3 The Association President will be an honorary position and the holder will be nominated on an annual rotational basis between Member Clubs and subject to approval by Council. The holder will not be involved with the running of the Association. In the event of, for whatever reason, the position becoming vacant during the year of office the current Member Club in the rotation may nominate a replacement. If no such nomination is forthcoming within 30 days of the position becoming vacant the next Member Club in the rotation will be offered the opportunity of making a nomination. All nominees must have the approval of Council before their appointment is confirmed. 4.4 The Council Chairperson will be a Delegate and be elected annually by the Delegates. In the event of the Chairperson retiring or resigning the Vice Chairperson will undertake his duties until another Chairperson is elected by the Delegates. At any Council meeting, the Chairperson will hold the free casting vote in the event of a tied vote on any matter under consideration. 4.5 The Council Vice Chairperson will be a Delegate and be elected annually by the Delegates. If, for whatever reason, the Chairperson is no longer a Member of Council, or unable to attend a meeting, the Vice Chairperson will assume the Chairperson's position. 4.6 The Secretary will be appointed by the Delegates and will attend Council meetings and handle all secretarial duties commensurate with the affairs of the Association. 4.7 The Treasurer will be appointed by the Delegates and will attend Council meetings and handle all financial affairs commensurate with the affairs of the Association. 4.8 The Delegates will be appointed by each Member Club. Each Member Club will nominate two Delegates but will be entitled to one vote. In the event of a nominated Club Delegate being unable to attend any Council meeting(s) a Subsitute Delegate will be permitted provided that the Secretary has been duly notified in writing in advance of the said meeting(s) by the secretary of the said Club. A Substitute Delegate shall have the same authorities, obligations and responsibilities as a Delegate for the period of his appointment. 4.9 Executive Officers; will be appointed by Delegates to deal with specific duties of the Association. Executive Officers will attend Council meetings and report on matters within their remit. 5. DUTIES AND AUTHORITY OF COUNCIL 5.1 To decide on matters of strategy and policy to be followed in carrying out the objectives of the Association. 5.2 To make, maintain, publish and enforce the Constitution and all necessary Policies, Codes of Conduct and Rules and Regulations in connection with the objectives of the Association. 5.3 To delegate any of its duties to a duly appointed sub-committee, or individuals whether or not the persons to whom the powers are delegated, are Council Members. All sub committee members, whilst serving on a sub committee, will be deemed to be Council Members and will be indemnified under Clause 10 and bound by the Code of Conduct for Council Members for the duration of that service. 5.4 To ensure the Member Clubs, Affiliates and others, over whom it may have jurisdiction, accept that their members and individuals comply with and adhere to the Constitution and any Codes of Conduct or Rules or Regulations and Policies made or referred to. 5.5 To nominate representatives to other bodies to represent the Association. 5.6 Subject to the provisions of this Constitution, Council may regulate proceedings as it sees fit. In addition to the Annual General Meeting, the Council will meet as and when is deemed necessary. 5.7 The day to day affairs of the Association will be conducted by the Management Committee comprising Chairperson and Vice Chairperson, the Secretary and the Treasurer. 5.8 Delegates may co-opt members should any vacancy arise during an operational year. 5.9 Notice of resignation from Council or any of the Association’s committees / sub committees is to be submitted in writing to the Secretary 6. GENERAL MEETINGS 6.1 General Meetings shall include Annual General Meetings (A.G.M.) and Extraordinary General Meetings (E.G.M.). Voting at all General Meetings is restricted to Member Clubs who shall have one vote each. All individual Club Members, Affiliate Members, Honorary Members, Associate Members and the President have the right to attend General Meetings but shall have no vote and may only speak with the permission of the Chairperson. 6.2 The A.G.M. of the Association shall be held in November of each year as determined by the Council at a Council meeting where the date of the A.G.M. is an agenda item. The minimum notice period for notifying Member Clubs of the AGM will be 28 days. Any item of business which any Member Club wishes to have placed on the agenda should be notified to the Secretary 21 days prior to the date of the meeting. The agenda shall be prepared by Council and issued as part of the notice of the meeting 14 days prior to the due date. No motions from the floor will be accepted at the meeting. 6.3 Notice of the A.G.M. to include the date, time and place of the meeting and the agenda shall be sent to the President and all Honorary Members and Associate Members and to the secretaries of Member Clubs and Affiliate Members. 6.4 No business shall be transacted at any A.G.M. unless a majority of the Member Clubs entitled to vote is present. If after thirty minutes there is still no quorum present, then the meeting will be re-convened fourteen days later. At the second meeting the business of such an A.G.M. will proceed whether or not a quorum is present. 6.5 The business of the A.G.M. shall be:- a) to receive the report of Council and the financial statements; b) to confirm the appointment of the President, Officers and Executive Officers. c) to appoint the Auditor for the ensuing year; d) to confirm the rates of various subscriptions and fees payable to the Association as appropriate for current, subsequent and future years as the case may be; e) to report on resolutions of which due notice has been given. 6.6 The Secretary shall call an E.G.M. upon receipt of a request in writing signed by the secretaries of at least two of the Member Clubs, stating the purpose for which the meeting is to be called and the resolution or resolutions which will be voted on at the meeting. 6.7 The E.G.M. shall be held within 28 days of the request being received by the Secretary and notice shall be sent to the secretaries of Member Clubs and Affiliate Members, the President and Honorary and Associate Members at least 14 days prior to the date of the meeting. No other business shall be conducted at such a meeting except that of which notice has been given. If after 30 minutes a majority of the Member Clubs entitled to vote is not present the meeting will be abandoned. 7. RECORDS OF MEETINGS 7.1 All Council and Management Committee meetings will be recorded by the Secretary. 7.2 All sub-committee meetings will be recorded and minutes sent to the Secretary for distribution. 8. FINANCE 8.1 The financial year of the Association shall end on 30th September each year. 8.2 Annual membership fees as determined in accordance with this Constitution shall be due by 31st January each year. Any Member Club admitted to the Association after that date in any year shall be required to pay, prior to being admitted, a joining fee as determined in accordance with this Constitution together with the appropriate annual membership fee in full. Annual membership fees for Member Clubs shall comprise a capitation charge for each of the Individual Club Members in the Club (including Honorary Members) at 1st January or, for a new Member Club, on the date of joining the Association. Affiliate Members, Associate Members and Honorary Members shall not be required to pay a joining fee but shall be required to pay, prior to being admitted, the prevailing annual membership fees for that Membership category. 8.3 Member Clubs are required under World Bowls rules to maintain a register of the names of its Individual Club Members and will be required to make this register available to the Association for the purpose of reconciling capitation fees due to World Bowls and membership fees due to Bowls Cyprus. 8.4 Any Club failing to meet its financial obligations to the Association by the required date may be suspended by Council until such time as the dues have been met in full. Suspension will mean that no member of that Club will be able to fulfil the duties of any office they may hold within the Association or take part in any competition or activity for which the Association is responsible. 8.5 There will be no refund of membership fees on resignation, suspension or termination of membership of the Association. 9. DISCIPLINARY HEARINGS AND APPEALS PROCEDURE 9.1 The Rules of the Association will contain detailed references to misconduct, disciplinary hearings and disciplinary procedures in accordance with the rules of Bowls Cyprus, the European Bowls Union and World Bowls. In the event of reported misconduct or violation of the said Rules by any Member, a disciplinary sub-committee may be constituted to deal with the matter. The sub-committee members should, as far as is practicable, have no vested interest in the outcome of the disciplinary hearing. 9.2 All complaints will be made in writing to the Secretary. 10. INDEMNITY 10.1 All Council Members and the President, except in any such case where any such costs, expenses and liabilities arise in connection with any negligence, default, breach of duty or breach of trust, shall be indemnified by the Association out of all assets, but limited to the extent of the assets available to the Association, against costs, expenses and liabilities whatsoever incurred by such Council Members or the President in the proper execution and discharge of duties undertaken on behalf of the Association, or incurred in good faith in the discharge of such duties, provided that any such Council Member or the President, so indemnified, has been properly authorized by the Association in relation to the duties undertaken.
10.2
Neither any
Council Members nor the President,
in the proper execution of their
duties, shall have any personal liability for loss, damage or mis-fortune that
may be incurred by the Association. 10.3 Dissolution of the Association. If at any General Meeting there shall be passed a resolution, by a majority of at least three quarters of the Member Clubs present, calling for the dissolution of the Association, the Association shall be wound up by such person or persons as the meeting shall determine who shall act as liquidator. After discharge of the liabilities of the Association, the remaining assets of the Association shall be distributed to those Member Clubs pro-rata, any share being calculated by reference to the number of Individual Club Members.

(hereafter referred to as the “Rules”) 1. Misconduct Misconduct, as defined in the Oxford English Dictionary, is to “behave in an improper manner”. For the purposes of these Rules, the definition of Misconduct, as above, shall include, but shall not be restricted to, situations where any Member: (i) Breaches any provision of the World Bowls, Laws of the Sport of Bowls, (ii) Breaches any provision of the current World Bowls Regulations, (iii) Breaches any provision of the Rules, (iv) Breaches any provision of the Regulations, (v) Breaches the Code of Conduct. 2. Discipline For the avoidance of doubt Council shall have the power to investigate any complaint or allegation of misconduct as defined above, and to inflict penalties for such misconduct. Council shall have powers to delegate to a sub committee, or otherwise as may be hereafter set out, the powers of Council to deal with misconduct and the disciplinary processes as outlined in these Rules. 3. Disciplinary Hearings and Appeals Procedure. 3.1 In the event of a complaint or reported misconduct by any Member, Council will convene at the earliest opportunity to discuss the matter. If it is agreed that the matter should be investigated further, Council will appoint a Disciplinary Sub Committee (DSC) to examine and deal with the matter. The DSC will comprise the Council Chairperson or Vice-Chairperson, two Delegates and the Secretary, who will attend all DSC meetings and minute all proceedings. The DSC members must have no vested interest, as far as is possible, in the outcome of the disciplinary hearing. 3.2 On the date the DSC is constituted, the Secretary will contact the complainant and request written statements from the complainant, and those of any witnesses, to be submitted within 7 days. The DSC shall on the basis of those submissions, and any personal interview they wish to undertake, form an opinion as to whether there is a case to answer. If the DSC consider that there is no case to answer, or insufficient evidence to support the complaint, they shall, within 7 days of reaching their decision, inform Council and the complainant of their decision. This notification shall be done by the Secretary. If the complainant wishes to appeal the decision of the DSC not to proceed further, he must do so in writing to the Secretary, with 7 days of the notification of the decision not to proceed. (see para 3.9) 3.3 If the DSC decide that there is a case to answer, they will require the Secretary to write to the alleged offender informing them of the alleged infringement that is under investigation and provide them with a copy of these Rules which describe the duties and powers of the DSC. The alleged offender must respond within 14 days of the date on the letter from the Secretary outlining the complaint. 3.4 If the alleged offender accepts that they have committed the alleged infringement, or fails to respond within 14 days to the Secretary’s letter outlining the alleged infringement, the DSC will deal with the matter as if the case was found to be proven. (see para 3.7) 3.5 If the alleged offender denies the offence, a disciplinary hearing will be convened and the alleged offender and any witnesses will be questioned by the DSC. That disciplinary hearing will be convened within 14 days from notification from the alleged offender. The alleged offender will have the right to question any of the witnesses summoned to the hearing by the DSC, and may introduce witnesses on their own behalf. The alleged offender will be provided with copies of all relevant written submissions made to the DSC. At the conclusion of the disciplinary hearing, the DSC will retire to deliberate and form its conclusion. 3.6 If the DSC find that the case is not proved, the matter will be closed. The Secretary will, in writing, inform Council, the complainant and the alleged offender of this within 7 days of the DSC reaching their decision. If the complainant wishes to appeal the decision of the DSC, he must do so in writing to the Secretary, with 7 days of the notification of the finding of not proved. (see para. 3.9) 3.7 If the case is found to be proven, the DSC will have the power to impose one or more of the following penalties: (i) verbal reprimand, (ii) written reprimand, (iii) suspension from the Association, for a period to be determined by the DSC, (iv) expulsion from the Association. 3.8 Any finding of guilt and penalty must be ratified by Council within 7 days of the DSC reaching their decision, prior to the parties involved being informed by the Secretary in writing. 3.9 Any Member will have the right of appeal. The grounds of appeal must be made in writing to the Secretary within 7 days of the notification of: 3.9.1 The decision to take no proceedings, 3.9.2 The decision that the complaint has not been proved, 3.9.3 A finding of guilt. The appeal must clearly state what the appeal is against, and in the case of an appeal where there was a finding of guilt, whether it is against the finding of guilt, penalty, or both.
3.10 Within 14 days of an appeal being received, Council will appoint an
Appeals Committee (AC), comprising 3 Individual Club Members, with no vested
interest in the outcome of the appeal, 3.11 The AC will have the following options for dealing with an appeal: 3.11.1 Where the AC confirms that there is insufficient evidence to take a complaint further, or that a case has not been proved, or that the finding of guilt was fully justified, an appeal will be rejected. Where an appeal rejection is in relation to a finding of guilt, the penalty may remain the same or be reduced or increased; 3.11.2 If the AC forms the opinion that there is sufficient evidence to investigate the matter further, or that the finding of non-guilt was in error, the appeal will be upheld and the AC will investigate the complaint again. In such instances there will be no further appeal available. If the appeal was against the penalty imposed and upheld, the AC may reduce the penalty. 3.12 The AC, after due deliberation of an appeal of any type will report its findings to Council. The AC’s decision will be final and binding upon all parties. The Secretary will, in writing, inform Council, the complainant and the alleged offender of this within 7 days of the AC reaching their decision. (12 September 2010)

1. Introduction 1.1 The Code of Conduct relates to behaviour at bowls events and functions in Cyprus under the direct control of World Bowls (WB) and/or the European Bowls Union (EBU) and/or Bowls Cyprus. The code is to ensure all Members are aware that there is an expectation of appropriate behaviour at all times. 1.2 The Code of Conduct applies to a Member’s conduct during the course of, but not limited to, competitions, practices, travel, and meetings. The Code of Conduct also applies to conduct that may occur outside of Bowls Cyprus’s activities and events when such conduct is detrimental to the image and reputation of Bowls Cyprus. 1.3 Behaviour that violates the Code of Conduct will be the subject of an investigation and possible disciplinary proceedings. 2. Members Bowls Cyprus is committed to creating an environment where all individuals are treated with respect. All Members have a responsibility to; 2.1 Comply at all times with the Constitution, Rules, Regulations and Policies of Bowls Cyprus, as adopted and amended from time to time, and any directives or sanctions imposed by Bowls Cyprus from time to time; 2.2 Promote the positive aspects of bowls in Cyprus and act in the best interests of Bowls Cyprus and not undertake any action that is likely to bring it into disrepute; 2.3 Demonstrate the spirit of sportsmanship by ensuring that the rules of lawn bowls, and the spirit of such rules, are adhered to; 2.4 Adhere to the correct protocol for contacting Bowls Cyprus, World Bowls and the European Bowls Union. That protocol is as follows: Member ► Member Club secretary ► Member Club committee ► Club Delegate ► Secretary ► Council ► WB or EBU. Failing to adhere to the protocol will be considered a disciplinary offence; 2.5 Demonstrate respect to individuals regardless of gender, colour, ethnic or racial origin, nationality or sexual orientation, and treat individuals fairly, reasonably and with respect, refraining from negative remarks or conduct; 2.6 Refrain from any behaviour that could constitute harassment, where harassment is defined as comment or conduct directed towards an individual or group, which is offensive, abusive, racist, sexist, degrading or malicious; 2.7 Refrain from any behaviour that could constitute sexual harassment, where sexual harassment is defined as unwelcome sexual comments and sexual advances; 2.8 Refrain from the use of power or authority in an attempt to coerce another person to engage in inappropriate activities; 2.9 Abstain from use, control or possession of illegal or performance-enhancing drugs or methods. 3. Council Members Council Members bear additional responsibilities in terms of behaviour and best practice in fulfilling their duties and obligations to other Council Members and the members of Bowls Cyprus generally. A Council Member must observe this code of conduct whenever he/she: [a] Conducts business on behalf of Bowls Cyprus; [b] Conducts the office to which he/she has been elected or appointed; [c] Acts as a representative of Council or Bowls Cyprus. 3.1 Accountability. Everything Bowls Cyprus does must be able to stand the test of scrutiny by members of Bowls Cyprus, stakeholders and Government agencies. 3.2 Integrity and Honesty. These will be the hallmarks of all conduct when dealing with members of Bowls Cyprus, other Council Members, stakeholders and Government agencies. 3.3 Transparency. Council seeks to maintain an appropriate atmosphere of openness whilst acknowledging the need for confidentiality in sensitive issues involving finances and personal privacy. 3.4 Commitment. Council Members must be committed to Bowls Cyprus and all of its objectives. 3.5 Competence. Council Members are expected to develop competence in their role. They must keep themselves aware of issues affecting Bowls Cyprus and its objectives. 3.6 The legal framework. Council Members must act in accordance with the general law and the Constitution of Bowls Cyprus. 3.7 Preparation and attendance. Council Members must spend an appropriate amount of time reading papers, compiling papers and preparing for forthcoming meetings. 3.8 Decision-making. Council Members must act and make decisions only in the best interests of Bowls Cyprus and its members. Where Council Members lack specific knowledge or experience they should always seek advice. 3.9 Authority. Council Members can propose to Council to form sub-committees to assist them with their duties. However, sub-committees can only make recommendations to Council. Decisions (except where delegated) are only made collectively at Council meetings and Council Members are jointly and severally responsible for them. 3.10 Collective responsibility. Council Members are expected to support Council decisions outside of Council meetings whether or not they personally agree with them. Council decisions should be communicated to the membership of Bowls Cyprus in a unified manner. Matters including, but not limited to, disciplinary proceedings, Council meetings and correspondence between Council Members must remain confidential outside the confines of Council. Council Members and the President must not bring Bowls Cyprus into disrepute. 3.11 Benefits. Council Members must not receive any financial or other benefit as a result of their position unless such benefit has been specifically authorized by Council. 3.12 Conflicts of interest. Council Members must not exert any influence based on their connection with Bowls Cyprus to obtain preferential treatment for themselves or others. Any conflict of interest must be declared at the earliest opportunity. A Council Member declaring such an interest must absent him/herself from the Council meeting during discussion of and decision about that item unless given permission to remain. (12 September 2010)

Eligibility for Bowls Cyprus Events
At it's meeting on 24th March 2008 the Executive Committee re-examined the eligibility of individuals to participate in Bowls Cyprus events and recommends that Member Clubs be directed to manage such eligibility within the guidelines given below. For the purpose of these guidelines "a member" or "membership" of a Club shall include all individuals who have paid their Club subscription in full and who have complied with all other conditions of being a member of that Club. a) An individual shall only be permitted to represent one Club in any National League match in any calendar year; b) Individuals who do not renew their membership of their Club by the due date shall not be allowed to represent that Club in Bowls Cyprus events after that date. c) Individuals registering for National Knock-out competitions must give a written undertaking that they will renew their Club membership by the due date if this renewal date falls within the period of the Knock-out competitions. If the individual fails to abide by such undertaking, he/she and any team in which he/she is a member, shall be required to withdraw from all National Knock-out competitions after the due date for renewal of his/her Club membership (i.e. give a walkover in the next round). d) Individuals joining a Member Club in any year shall be eligible to register for National Knock-out competitions in the following year. e) Except as provided for at a) above, new members joining a Member Club shall be eligible to represent that Club in any National League match as soon as he/she joins that Club. The Executive Committee believes that these guidelines cover all known circumstances. However the Executive recognizes that other circumstances may arise requiring further guidelines and will make appropriate recommendations when these come to light. (This matter was raised at a members meeting on 30th April 2008, voted on and accepted per se)

1. All competitions run under the auspices of Bowls Cyprus will be played under World Bowls Laws of the Sport of Bowls. Any local amendments will be published in the Regulations. 2. An Executive Officer (EO) will be appointed by Council and shall chair all Domestic Match Committee (DMC) meetings. Member Clubs may appoint a maximum of two representatives to sit on this committee. All personnel involved in implementing the Domestic Match Policy shall be bound by Section 3 of the Code of Conduct, where the context allows. The Minutes of DMC meetings will be forwarded to the Secretary, Bowls Cyprus. 3. The DMC will produce a three year plan including times and types of competition planned for the next three years. The three year plan will be reviewed annually. 4. The “Nationals”. (i) The DMC will be responsible for compiling and publishing the Regulations for the “Nationals”. These will be circulated to Member Clubs along with the Competition entry forms. The draw will be made by the EO and at least one representative, as far as is practicable, from each of the Member Clubs. (ii) The National Finals will be played at a neutral venue, wherever possible, and the Domestic Match Committee will be responsible, in association with the host venue, for arranging all issues pertinent to Finals Day, including catering, seating, shade, bowling programme and the presentation of trophies, etc. The DMC must arrange for photographs to be taken of the trophy presentations. (iii) In the event of a neutral venue being unavailable or impracticable, the current President’s Member Club will then be responsible for organizing the event at their own club and all arrangements associated with Finals Day. If a Member Club is hosting the finals they must allow the Association to carry out final inspection of the green on the day before the Finals commence, and thereafter no finalist may play on those rinks prior to the finals. The host Member Club must arrange sufficient access and practice time for all finalists prior to the final inspection. The host Member Club must arrange for photographs to be taken of the trophy presentations. (iv) Council will be responsible for arranging and organizing the subsequent Presentation Event. The sourcing and financing of “keepsakes” for the finalists will be the responsibility of Bowls Cyprus. Council must arrange for photographs to be taken of the trophy presentations. (v) The sponsors must be forwarded photographs of the presentations relevant to their sponsorship. (vi) Bowls Cyprus Umpires and Markers should officiate on Finals Day, and wherever possible at previous rounds of the competitions. Member Clubs should inform the EO, Umpires and Coaches of any opportunity where the Umpires may gain further experience. 5. Two inter club leagues will be arranged. A Triples league (Shirley and Ivan) will be played in the autumn and a “Tens” league in the spring. The DMC will be responsible for organizing both events and their respective Regulations. Other events will be considered with the prime objective to make the game available to as many Individual Club Members as possible. 6. The DMC will also be responsible for reviewing the Regulations upon completion of all competitions. Any Member Club with views on the Regulations in force at a particular competition should forward them to the Secretary, Bowls Cyprus who will forward them to the DMC. 7. Information on match results requested by the National Coach will be provided. 8. All League and Match schedules, their respective Regulations and the results of all competitions will be circulated to each club and published on the Bowls Cyprus website. 9. Any club, which decides to place any markings on a green, must conform to World Bowls Laws (5.13) and these should be placed by or in the presence of a Bowls Cyprus National Umpire.

INTER-CLUB MIXED LEAGUE REGULATIONS 2011 (incorporating the Conditions of Play) Competition Coordinator: Allen Harvey 1. This is an inter-club mixed triples league on behalf of Bowls Cyprus. Games will be 3 bowls and 18 ends. The league, this year will feature 6 teams, one each from Aphrodite and the Avanti, and two teams from both the Aliathon and Coral Bay. 2. All competitors must be fully paid up members of a member club of Bowls Cyprus. The competition is open to all classes of membership. 3. The triples league will be played to the ‘Laws of the Sport of Bowls – Crystal Mark Edition’ where no specific rule exists in this document. 4. Each side shall consist of 6 triples, 3 playing at home and 3 away; each side shall play all other sides twice. 5. At least 1 male and 1 female must be in each triple and be fully paid up members of the club they represent. 6. No player may represent more than one club during the term of the competition. No player may play for two teams from the one club. 7. All games shall be played on Thursdays with a nominal start time of 10am. Team captains may, by mutual agreement, alter the start time to compensate for unforeseen circumstances. Trial ends are optional but if played, must be completed before 10am or the mutually agreed start time. 8. All green fees shall be paid by the home club. 9. Points will be awarded as follows:- ● Each triple will be awarded 2 points for a win, 1 point for a draw at each venue. ● 2 match points will be awarded for an overall shots win, 1 match point for a draw. ● Maximum points per match = 14 points 10. All matches to be played on the specified date both home and away. If any triple of a side is unable to play, that triple will forfeit 6 shots and 2 points to their opponents. If any match is unable to be played or completed on the specified day for reasons beyond the control of the players then the fixture shall be treated as follows: a. if less than 12 ends have been completed the match will be re-arranged: b. if 12 or more ends have been completed, the score at that point will be recorded as the result. c. In the event of no play being possible, either on the original date, or the re-arranged date, the match will be abandoned and each team will be awarded 7 points each. Shots will not be awarded. 11. The option of playing the number two at the head will be at the discretion of the individual and the skip. 12. All scorecards for each club must show FULL names, scores agreed and finish times and must be signed by both Skips. The final scores must be phoned to the league co-ordinator no later than 8pm on the day of the match by the Home Captain. 13. The scorecards for each club shall be collected and forwarded to the league co-ordinator as soon as possible. 14. This competition shall be played in whites or club shirts if applicable. 15. Club stickers must be used whilst playing in the league. Each club shall use only one colour sticker. 16. Substitutes may only be used during a game if one of the team is unable to continue due to accident or illness. Any substitute shall conform to WB Law 57 17. Dead ends shall be replayed in accordance with WB Law 31 18. The toss of a coin by the captains prior to any trial ends or start of the match shall determine possession of the mat. 19. The rinks available on the day of play must be allocated for the match by the Home team. After completion of writing team names on the scorecards, they are turned face down and offered to the visiting captain who then writes an available rink number on the reverse of the scorecard. In the case of Aliathon and Coral Bay where there will be two visiting captains, the Home team must make it clear which rinks are available to each visiting captain. 20. Any objection raised by any club on any subject relating to this competition should first be raised through their club representative who will bring that objection to the Match Co-ordinator and, if necessary, the Match Committee. 21. A qualified Umpire shall be appointed by the home club as far as is practicable. Where there are two matches being played at either Aliathon or Coral Bay, one umpire will suffice. If no qualified Umpire is available, the home club should strive to appoint a “competent” person to officiate. 22. All participants in the competition must ensure that play is continuous without any undue delay in the games. 23. There will be a €20 entry fee for each side payable to the League Co-ordinator, on behalf of Bowls Cyprus, before the commencement of the league. 24. The start date of the league shall be Thursday 1 September 2011. 25. The Match Committee reserves the right to take action against any player or club contravening these Regulations.

BOWLS CYPRUS REGULATIONS FOR NATIONAL COMPETITIONS 2011/12 (incorporating the Conditions of Play) Competition Coordinator: Allen Harvey
2. All competitors must be fully paid up members of a Member Club of Bowls Cyprus. All teams shall be made up of members of the same club. Competitors belonging to more than one club shall declare their primary club on entry.
TIME MANAGEMENT Below is a copy of the laws governing movement as per world bowls appendix for the information of players.
After delivering their first bowl, players will only be allowed to walk up to the head under the following circumstances. Singles game (4 bowls) The opponents: after delivery of their third and fourth bowls. Pairs game (each player playing four bowls) The leads: after delivery of their third and fourth bowls; and The skips: after delivery of their second, third and fourth bowls. Triples game (each player playing three bowls) The leads: after delivery of their third bowl; The seconds: after delivery of their second and third bowls; and The skips: after delivery of each of their bowls. Fours game The leads: after the second player in their team has delivered their second bowl; The seconds: after delivery of their second bowl; The thirds: after delivery of their second bowl; and The skips: after delivery of each of their bowls. In exceptional and limited circumstances, a Singles player can ask the marker for permission to walk up to the head, or a skip can ask that a player walks up to the head earlier than described. If a player does not meet the terms of this law, law 35 will apply. The completion and submission of a National Competition entry form verifies acceptance of the Regulations outlined above.

Competition Coordinator: Allen Harvey tel. 26652891 1. This competition is a mixed inter club league on behalf of Bowls Cyprus open to all Member Clubs. 2. This league is open to all Individual Members of the Member Clubs. 3. There will be two Divisions in the league. Formation of the Divisions will be dependent on the results from the 2010 final placings, and the number of teams entered by the Member Clubs. Any additional Teams entered by a Member Club in the 2012 competition will automatically be placed in Division 2. At the end of the competition the top team of Division 2 will be transferred to Division 1 while the bottom team of Division 1 will transfer to Division 2 for the following season. In the event of a points tie, shot difference will be used. 4. Each Member Club team will consist of 10 players, comprising a single, a pair, a triple and a rink. The pair, triple and rink disciplines must be mixed. ie. at least one lady or gent in each discipline. Singles (4 bowls per player) will be played to 21 shots. Pairs (four bowls per player), and rinks (two bowls per player) will be played to 18 ends, triples (three bowls per player) will be played over 16 ends. A competent marker for the singles to be provided by the home Member Club and shall wear whites. Each team will play the other teams in their own Division twice, once at home and once away. 5. All games, at the various venues, will be played on the same day, which will be a Thursday except where weather and/or availability of facilities dictate otherwise. All games in Division 1 to commence at 10.00am, and all games in Division 2 will commence at 1:30pm. Trial ends, if played, must be completed 5 minutes prior to the start time. 6. All games will be played in whites or club colours. 7. Points will be awarded as follows: 2 points for each winning discipline, 1 point for a draw, 2 points for an overall shots win. Maximum points per game - 10 8. All matches shall be played on the specified dates unless Rule 5 is invoked. If any team cannot play on the specified date the offending team shall forfeit the match to their opponent. The non-offending team will be awarded 24 shots and 10 points. If an individual discipline is not able to played, that discipline will forfeit the game and the non-offending team will be awarded 6 shots and 2 points. 9. The rinks available on the day of play must be allocated for the match by the Home team. After completion of writing team names on the scorecards, they are turned face down and offered to the visiting captain who then writes an available rink number on the reverse of the scorecard. All green fees will be paid by the Home club. 10. The toss of a coin by the captains prior to trial ends will determine who gets the jack. 11. (a) No bowler who has played solely in Division 1 may be transferred to a team in Division 2. (b) A bowler who has played in Division 2 may be transferred to Division 1 for one game only. Any subsequent transfer shall be permanent. (c) No club shall transfer more than two players under Rule 11 (b) in any one week. (d) If a club has more than 1 team in a Division there shall be no sideways transfer of players. (e) Substitutes may only be used if a player is unable to continue due to accident or illness. No substitute may act as skip. (See WB Law 57) 12. Dead ends will be replayed according to WB Laws. 13. Scorecards to be signed by both players and the marker in the singles and by the skips in the pairs, triples and rinks. Time of completion of game is also required. Scorecards must be sent to the Competition Coordinator as soon as is practicable, 14. Final scores must be phoned through to the Competition Coordinator by 8pm on the day of the match. 15. Any objection raised from any team on any subject regarding this competition should be raised through their club Domestic Match Committee representative(s) and they will bring that objection to the Competition Co-ordinator. 16. Member Clubs to forward the number and names of Teams being entered for the 2012 competition to the Competition Coordinator by January 12th 2011. An entry fee of €20 for each team is payable to the Competition Co-ordinator (on behalf of the Treasurer, Bowls Cyprus) prior to commencement of the competition. The competition will commence on February 2ND, 2012. 17. Where possible Bowls Cyprus will provide a qualified umpire for each match. Where no Umpire is available then a competent neutral person may act as Umpire in accordance with WB Laws of the Sport. 18. If any match is unable to be played or completed on the specified day for reasons beyond the control of the players then the match shall be treated as follows: If, across the pairs, triples and the rinks, an average of less than 12 ends have been completed the match will be re-arranged. If, across the pairs, triples and the rinks, an average of 12 or more ends have been completed, the score at that point will be recorded as the result. In the event of no play being possible on the original date, the match will be re-arranged to be played on an agreed date. If no play is possible on the re-arranged date, the match will be abandoned and each team will be awarded 5 points each. Shots will not be awarded. 19. Unless a statement is made to the contrary in these Regulations, games will be played to the World Bowls Laws of the Sport of Bowls, Crystal Mark Second Edition. 20. These Regulations, once approved by Council, will not be amended during the competition.
